The Plan should provide a comprehensive management plan describing all production related activities that must be accomplished during design, test and low rate production.

DoD 4245.7-M 'Transition from Development to Production', shall be used as a guide when developing the transition plan.

All program transition activities will be identified in the Transition Plan, including those templates outlined DoD 4245.7-M.

The plan should reflect the integrated and cooperate strategy covering such items as collocation of design and manufacturing teams, make or buy decisions, capital investment considerations, and personnel recruiting and retention.
