Content: The Anonymity Plan should include an outline of the Contractor’s offshore parts procurement procedures that will be used for acquisition of COMSEC equipment, components and parts. The Plan is to place emphasis on how these procedures ensure that the offshore subcontractor or vendor of these items will not be made aware of the relationship between the prime Contractor and the Department of Defense/Maryland Procurement Office (MPO) through any aspect of the procurement.
