The Process:
• The URD is owned by ECC, and represents a statement of user need (i.e. 2nd Customer)
• Development of MODAF Viewpoints for the URD is a progressive approach over the first two stages of the CADMID cycle. It starts by identifying URD scenarios and vignettes for Initial Gate, and further expands on the detail of scenario activities for Main Gate. It is then maintained and updated to disposal, reflecting changes and modifications to the capability Solutioneering
• SMART acquisition principles distinguish between requirements and constraints. Requirements are capability statements with no association to a type of solution or extant/ proposed operational environment; constraints place the requirement in context of the extant/ proposed environment.
• MODAF Views can be used to specify both requirements and constraints depending on their content. The positioning of a MODAF view as requirements or constraints needs to be considered as the view content is developed to avoid solutioneering.
