1.2 What Decisions Need to be Made/Supported?
The analyses outlined in this handbook may be used to support many decisions prior to MDD. These analysis efforts and decisions are as follows:

Analysis Effort # 1 – Designed to answer “What is the health of the Portfolio/Mission Area?”
• Identify Tasks, Conditions, Standards for that functional/mission area
• Identify Baseline (current) capability for that functional/mission area
• Determine the “health” of current capability
• Project what the future will be with “what ifs”
• Identify areas of concern for that functional/mission area
• Identify areas of overages or unnecessary redundancies for that functional/mission area

Recent, dramatic changes in the Joint Capabilities Integration and Development System (JCIDS) and the Defense Acquisition Process (DAP) have placed renewed emphasis on early and comprehensive analysis of military requirements. Practical advice in executing an analysis effort and then navigating the staffing processes toward a Material Development Decision (MDD) has so far not kept pace with guidance and direction. You may suspect or have been told there is a military problem that needs further investigation, and you need assistance. Hopefully this Pre-MDD Analysis Handbook will provide the advice you are looking for.

This handbook embodies the Air Force’s current guidance for planning and executing Air Force and Air Force-led capabilities based analyses (to include Capability Based Assessments), pre-MDD analyses and preparation for the MDD within the Department of Defense acquisition process.
