1. Reference Documents. The applicable issue of the documents cited herein, including their
approval dates and dates of any applicable amendments, notices, and revisions, shall be as
cited in the current issue of the DODISS at the time of the solicitation.
2. Format. The report shall be in the Contractor’s format.
3. Content. The report shall cover these elements.
3.1. The Contractor’s proposed implementation Scope of Work.
3.2. System Description. All components or elements of the system being implemented, and their

a. The Implementation Plan permits a review of a proposed system prior to its integration at a Government facility. The Implementation Plan fully documents cost/benefits analyses and defines all facilitation, training and support requirements and responsibilities to help the Government manage the proposed acquisition in a cost effective and timely manner.
