OMSI is a product developed during design and construction of a facility to give the activity clear comprehensive data for use in operating and maintaining new facilities as well as to assure economical, safe life cycle operation and maintenance. the principal OMSI elements requiring consideration are as follows:

Abstract
Current criteria and procedures are presented for use in the preparation and review of the Activities' Project Data Sheet, Facility Study Cost Estimation and the EFD's Cost Certification Estimates for MILCON construction and operational/maintenance projects at all naval shore facilities. General Guidance for other types of cost estimates is also provided. Projects have four parts of equal importance; requirements, justification, scope, and cost. The preparation of documents and the reviews are usually satisfactory with full attention given to to those four parts.
