Abstract

Current criteria and procedures are presented for use in the preparation review of the Activities' Project Data Sheet. Facility Study Cost Estimates, and the EFD's Cost Certification Estimates for MILCON construction and operational/maintenance projects at all naval shore facilities. General guidance for other types of cost estimates is also provided.

Projects have four parts of equal importance: requirements, justification, scope, and cost. The preparation of documents and the reviews are usually satisfactory with full attention given to those four parts.
