The ECB is intended to be used primarily by the RBN Submarine Operations Command (SubOpsCom) and its Rescue Coordination Centre (RCC) for submarine search and rescue purposes, in conjunction with its Oberon and Collins Class submarines. The operational concept is that, in an emergency, a Buoy will be discharged from a Submerged Signal Ejector (SSE) of the submarine, rise to the surface and at the surface, emit satellite and homing radio frequency (RF) signals, as described in detail in P1379-005426-1A, “Submarine Search and Rescue Capability (SSRC) Operational Solution Description (OSD)”.
