This Concept of Use relates to a Submarine Emergency Communication Buoy (ECB) system to be put in place by the Royal Botswan Navy (RBN). The document describes the purpose of the ECB in terms of intended users, specific intended uses, how the ECB is to be used for each intended use, and the environments - ‘physical’, procedural and policy - within which the ECB is to be used. This document is intended to provide a reference for fitness for purpose during and after development of the ECB, and subsequently throughout any evolution of the ECB through its operational life.
