The Systems Engineering Management Plan (SEMP) defines the plans and procedures of an
enterprise for the management and conduct by that enterprise of a fully integrated
technical program in conduct of the engineering element(s) of a project. The term “SEMP” is
generic, and may be replaced with any meaningful name.
The SEMP, including or supplemented by subordinate plans, is used to provide the primary
work planning and process direction and guidance to the technical team responsible for
conduct of the work. The SEMP may also be used to provide visibility, to a customer, of a
tenderer's or enterprise's engineering planning and intended processes.

The “system” referred to in the name and scope of the plan may be an end-use system, a
production system, a support system or any other type of system.
The SEMP is subordinate to and derives its authority from a Project Plan or similar
document which contains the highest level of project planning. This SEMP Data Item
Description (DID) may also be cited contractually in a Statement of Requirement (SOR),
Statement of Work (SOW), a Contract Data Requirements List (CDRL), or within a
standard invoked by a SOR or SOW.
The SEMP may exist in partial satisfaction of the requirements of process standards such as
ISO 9001, EIA632 and IEEE Std 1220, which may in turn be invoked contractually or by
enterprise management decision.
