1.1. Purpose. This document describes the implementation of the Formal Inspection (FI) process at the Naval Command, Control and Ocean Surveillance Center, Research, Development Test and Evaluation Division (NRaD). This process facilitates continual quality improvement of software engineering-related work products.
1.2. Background. The FI process was first introduced by Michael Fagan at Inter-national Business Machines in 1974. Its purpose was to provide an improved approach to structured walk-throughs for reviewing software engineering-related work products. In 1990, Alan Olson of SEPO began efforts to adapt this process to the unique environment of a naval research and development center.
