However, recognise the need to balance stability with requests for change, particularly to support:

Coherence with other frameworks
Coherence of MODAF implementation in tools
MODAF changes therefore need to be addressed in a controlled manner, and on a routine basis (e.g. annual updates) so stakeholders know when to expect change.
