Enhancing Defence Self-Reliance
1. Australia’s Defence industry base is an essential component of Defence’s broader supply chain, which also includes:
• domestic stockpiles of required supplies;
• internal suppliers (i.e. suppliers delivering from within the Australian Defence Organisation (ADO));
• international suppliers;
• allied force supply capabilities;
• Australian companies operating in the global supply chains of international firms delivering supplies to global markets;
• Australian Defence exports to foreign Governments, international firms, or allied forces, including exports to third parties that then deliver the same supplies to ADF operational elements deployed in military theatres overseas; and
• Exports of supplies that are then embodied in high assemblies and then re-imported as components of higher level Mission Systems, Configuration Items (CI) or other assemblies.
2. To achieve enhanced Defence self-reliance across the broader Defence supply chain, procurement officers need to pay particular attention to:
• determining the applicability of AIC program requirements to Defence procurements;
• assessing any potential opportunities of Australian industry participation under the Industry Needs Analysis; and
• developing and including relevant Industry Requirements in request documentation.

Foreword
A key Government objective of the Defence Industry Policy Statement 2010 - Building Defence Capability:
A Policy for a Smarter and More Agile Defence Industry Base is to ensure that the Australian Defence Force (ADF) receives the materiel, systems and support it requires on a value for money basis. To address this objective, Defence has implemented the Australian Industry Capability (AIC) program to ensure eligible Defence procurements maximise opportunities for Australian companies to compete for Defence work on their merits. The Australian Industry Capability (AIC) Better Practice Guide is designed to reduce the time and effort required taken by Defence procurement officers when addressing AIC program requirements for eligible procurements and should be used when:
• conducting an Industry Needs Analysis;
• developing Industry Requirements for inclusion in procurement request documentation;
• conducting Tender Evaluations and Contract Negotiations; and
• implementing and administering AIC program products including AIC Plans, Public AIC Plans, AIC Deeds and AIC Progress Reports.
